我国的法治建设已经进入"普法型法治"时期。我国普法教育的目标在于培养公民意识。要培养公民意识,普法教育就必须反对法治的精英主义,将普法从文字层面提升到权利意识层面。在普法的过程中,传统法律文化的影响不可被忽视。
