摘要
"党管干部"是具体的组织原则,而"民选干部"是根本的政治原则,"党管干部"是在"民选干部"的基础上规范运作和发挥作用的;为了防止少数人借"民主"之机行"极端民主化"之实,"党管干部"不但不应削弱,相反还应该得到进一步的加强。但党管干部的具体方式有待于进一步完善。
The Party＇s supervision of cadres is the concrete principle of organization, while electing cadres by the masses is the fundamental political principle. How to carry out the Party＇ s supervision of cardres and function well must be based on electing cadres by the masses.To prevent the minority from taking advantage of the so-called democracy and democratize the cadre＇s system extremely , we should strengthen the Party＇ s supervision of cadres instead. But the way of the Party＇ s supervision should be further perfected.
