北洋军阀统治时期,是个大变局时代。白坚武作为局内人对政局进行观察,提出解决乱局的思路:包括各省自治、南北统一、文人治国等,提供了由传统向现代转型的可能路径,亦在相当程度上代表了民众对时局的看法。

The period of the Northem Warlords＇ rule over China was an era of a great change. Bai Jianwu, an insider, analysed the political situation and put forwand a txain of thought to put the turbulent situation into order： the unity of the North and the South, the provincial self-government,the administration of a country by scholars. He als provided a possible approach of the transformation from tradition to modernity, which represented to some degree the opinions of the masses on the current situation.
