城市步行交通管理渗透非法性手段的研究 被引量:1

摘要 城市交通管理者在进行步行交通管理的过程中应充分意识到,步行状态是否符合交通管理者所期望的状态,很大程度上源于管理者是否能提供给行人交通一个满足人基本需求的通行环境。所以,应从科学规划和完善行人通行道路系统、科学利用实现行人通行环境、完善行人特殊群体的通行环境等途径,建立一个以人的特性为基础,以内涵舒适、安全、便捷的非执法性管理措施为主要手段,以处罚等执法性管理手段为辅的城市行人交通管理非执法性管理措施体系。 The administrators of pedestrian management should well realize that the expected state is greatly decided by a satisfying pedestrian condition. Therefore, a good environment for pedestrian should be offered by utilizing the scientific methods to design and improve people -oriented pedestrian environment, especially the pedestrian way for disabled people. A humanized system to supervise the pedestrian should be formed by implementing safe, convenient and efficient measures, instead of administrative executions.
