选择高新技术产业作为21世纪国家经济发展的朝阳产业,对于智力资源并非稀缺的我国而言,是寻求工业振兴的最佳策略。在考察创业政策内涵与构成的基础上,分析了我国高新技术创业政策的现状与问题,按照制定高新技术创业政策的原则与依据,提出了适合我国高新技术创业与发展的政策建议。

Select high-tech industry as emerging industry of national economic development in 21th century is a good chance for China which has abundant intelligence resource to revive industry. The status and question of high-tech pioneering policies are analyzed on the basis of introducing the concept and structure of pioneering policy. By the guidance of making high-tech pioneering policy principal and gist, the policies which adapt to Chinese high-tech pioneering and development are put forward.
