摘要从创新、创新体系的内涵入手,在深入总结国内外学者的理论实践研究基础之上,从纵向和横向两个方面对西安市的整体创新能力做出了初步评价,并结合西安的实际情况,提出了建设创新型西安的若干建议。 Starting with the meanings of innovation and innovation system, this paper make a primary evaluation on the holistic innovation capacity of Xi＇an from longitudinal and latitudinal dimension based on the summary of theories and practices by domestic and international scholars. And it provides suggestions on the construction of innovation-centered Xi＇an combining the development conditions.
