FDI与西南区域经济跨越式发展——基于FDI影响因素的面板数据分析

A Leap-forward Economic Development between FDI and Southwest China——A panel analysis on the basis of the selective factor of FDI

较少的外资对西南地区相对落后的经济来说,既是原因也是结果。扩大FDI流入对该地区的跨越式发展具有特别意义。本文研究表明,FDI对该地区增长尚未显示应有促进作用。进而,本文运用面板数据技术分析发现:在FDI选择因素方面,西南各省具有较大的同质性,省际差异并不显著;在区域层面上,外资对该地区表现出显著的犹豫性和短期性;劳动力成本潜在优势也未能较好发挥;在省际层面上,劳动力成本、区位和基础设施等因素对FDI产生积极影响,外资也出现一定的聚积现象。最后,根据实证分析结果,本文给出了加快引进FDI的的政策建议。

The relatively small amount of FDI is the causative factor and the outcome of, comparatively, the backwardness in the southwest China. To increase FDI in that area is of great significance for its leap - forward development. The present paper indicates that FDI has not brought about expected effectiveness in that area. Moreover, the result of the panel analysis on the basis of the selective factors of FDI has indicated that in terms of selective factors of FDI, the provinces in the southwest demonstrate no material difference, and that in terms of the regional level, FDI is characterized by obvious uncertainty and temporality. The potential advantages of labor cost have not been well taken. Yet on the provincial level, a number of factors, such as labor cost, regional position, and infrastructures have exerted positive effects on FDI and the foreign capital is accumulated more than before. Finally, some advice is given to speed up the absorbing of FDI, based on the result of the analysis.
