Xu Shi-lin and Social Administration of Ting and Zhang Prefectures in the Early Qing

徐士林任职汀漳道期间,留下了一些断案记录,这些断案记录体现了如下追求:士子应成为社会的仪型,地方上的健讼风气必须得到抑制;对于社会发展中的纠纷的解决务求公正,以确立正确的社会价值导向;对前任断案草率、不公现象,通过周密细致的调查加以纠正,从而树立社会正气等。这些理念和实践都对当地社会治理产生了积极的影响。

During Xu Shi-lin＇ s tenure of office in Ting and Zhang prefectures, he left some documents about settlement of lawsuits. What he persuits are as following： Gentlemen must act as model of common people; officials must restrain over-lawsuit mood; local officals must settle lawsuits justly so as to set up good mood of society; officials must be brave in correcting those mistakes their former officials made. These thoughts and practice led some good effects to social administration.
