我国公共投资制度变迁的路径依赖

The Path Reliance of China′s Public Investment Institutional Change

我国公共投资的概念是在政府逐步从竞争性行业退出,只从事提供公共物品投资的情况下形成的。所以,我国公共投资的制度变迁过程,其实是我国政府为主体的投资体制,逐渐转向公共投资管理体制的过程。新制度经济学认为,一种制度一旦被采用,便会沿着一定的路径发展演进,而且先入为主,很难为其他潜在的甚至更优的制度所取代。因此,我国投资体制改革虽然实现了对传统体制的强制性制度变迁,但对传统的高度集中的投资体制仍存在路径依赖。

The conception of China＇s public investment is formed gradually, with the the competitive industries and only involved in public goods investment. Therefore, government withdrawing from the process of China＇s public investment institutional change is in fact a change from an investment with the government as the main body to public investment management institution.According to new institutional economics,once a institution has been adopted, it will follow certain path of development and refuses substitution by other better institutions. So, although the reform in China＇s investment institution had compulsively changed traditional institution, there is still path reliance in the new institution on the traditional centralized investment mechanism.
