On the premise of keepping the principle of attaching importance to systemization, differentiation and documentatin, the railway engineering norms should, based on extensively selecting construction conditions, sufficiently collecting data concerning general situation, working drawings, construction organization, construction conditions and construction technology of the project to be determined, fully and accurately keep a record of the consumption of labour, materials and machines by making a comprehensive use of chronometric method, realistically re- cording method and workingday realistic method. This article also points out that in the norm determination work, speical attention should be paid to sufficiency of the preparatory work, standardization of the determination work, special nature of consumption of labour, materials and machines of the “Four New′s” technology, acquisition and understanding of the comprehensive progress index, etc.
