摘要
乡镇公务员绩效考核是三农工作的难点,农村改革的焦点,农民关注的热点。从现状看,公务员绩效考核的实施情况并不理想,乡镇公务员的绩效考核更是形式多于实际意义,因此,紧跟公务员考核制度的前沿研究,探讨建立适合我国情况的乡镇公务员绩效考核体系是我国基层行政管理现代化的迫切要求,具有非常重要的理论意义。在现阶段,如何合理乡镇公务员评价他们的工作业绩,就显得尤为重要。因此,探讨如何改进乡镇公务员考核制度,对于开发和利用基层行政人力资源,稳定基层政权,实现中央提出的建立和谐社会、建设社会主义新农村具有重要的实践意义。
The performance evaluation of township civil servants is the crux of the three agriculture work, the focus of the village reform and a hot topic to which the farmers pay attention. It plays a key function in the social harmony of the countryside. Therefore, the paper makes a specific research on implementation plans of the performance evaluation for the township civil servants in Minhou county and elaborates its methods, general procedures, main contents and implementation results. Based on a survey of the performance evaluation effects, the reform ideas on the performance evaluation of the township civil servants are put forward.
