摘要
以黄河兰州段污染物为研究对象,运用环境经济学的相关原理和研究方法选取适当模型与参数,确定黄河兰州段排污收费基准值为0.84元/t,等于污染物治理费用和水污染损失值之和。构建环境经济与污染物总量的关联指标体系,为水权交易、排污权交易中成本核算、交易价格计算提供依据。
Taking the pollutants in Lanzhou section of the Yellow River as the research objects,the model and parameters were chosen based on economic principle and method in environmental economics.It is found out that the charge for wastewater discharge in Lanzhou section of the Yellow River is 0.84 Yuan/t,which is the sum of wastewater treatment cost and the water pollution loss.The relating index system between environmental economics and pollution masses is established,which provides bases for the cost checking of water right trade and wastewater discharge trade and the calculation of the trade price.
