摘要
军队行政在战斗力生成、保持与增长途径方面有着至为重要的作用。有效军队行政责任实现的必要路径是建设先进的军队行政文化。这种判断是基于对军队行政责任冲突三种形式的理论分析。因此,必须增强服务行政、民主行政、法治行政、责任行政、德性行政等五个观念,构建军队行政文化的核心价值观,确保军队行政责任的有效实现,确保和平时期军队战斗力的有效生成、保持与增长,确保新使命的有效履行。
Military administration plays an important role in formation . sustenance and increase of battle capacity . The essential route to carry out the military administration responsibility effectively is to construct the advanced military administrative culture, which is based on the academic analysis of three patterns of the military administration responsibility conflict. Therefore. we must strengthen five concepts as service administration, democratic administration, legal administration, responsibility administration. and moral administration. We must construct the core value of military administrative culture, which is the guarantee of realization of the military administration responsibility in peacetime, formation. sustenance and increase of the battle capacity, and realization of the new mission.
