我国国土主体功能区划刍议

A Study on Land Principal Functional Regionalization in China

从主体功能区划的概念、工作思路、区划方法和实施机制4方面对我国国土主体功能区划工作进行了初步探讨,从而界定了主体功能区划的概念,对比了分摊法和汇总法,提出了校核法,讨论了划分的层次和空间单元大小、定性与定量的关系、指标的选取、域值的确定等划分方法问题,对主体功能区划的实施机制进行了初步探讨。

Principal functional regionalization is put forward definitely in the outline of the Eleventh National Fiveyear Plan, which is another important measure for macro-manipulation of the regional development after implementing the policies of ＂the grand development of western China, the renaissance of northeastern China, the rising of middle China and the encouragement of eastern China to take the lead in developing economy＂, the main purpose is to promote harmonious development between different regions. The idea of principal functional regionalization is a new concept and new test. It is also a kind of innovation on theory and practice, in which there are many new problems that need to be resolved. In this paper, basic problems of principal functional regionalization are discussed from four aspects, which are the concept, the project of regionalization, the means of regional division and the implementing mechanism. Three projects for regionalization are brought rank to subordinate, gathering data at different levels, and checking forward, namely designating from superior one another＇s project by the foregoing two ways. The author also discusses the ranks of the regional division and the size of the spatial unit, the relationship between qualitative and quantitative study, the selection of indexes, and the designation of threshold value.
