辽宁省供水集团与葫芦岛市水利工程开发中心为解决葫芦岛市严重缺水问题,共同投资建设和经营管理平山水源工程,建立了"合作经营转让"的平山供水模式。在比较几种国内外供水企业发展模式的基础上,分析了平山供水模式的特色:盘活国有资产;支援地方基础设施建设;实行现代企业制度;拥有稳定的用水客户等。

In order to solve the serious water shortage problem of Huludao City,Liaoning Water Group and Development Center of Huludao City Water Development Project both invest to build Pingshan water sources project.Pingshan water mode is 'collaborate-operate-transfer'(COT) mode.Pingshan water supply mode is of the following characteristics:to invigorate the state-owned assets,to support local infrastructure construction,to realize the modern enterprise system and to stabilize the supply clients.
