基于科学发展观的江苏沿海“四大港闸”发展建议

Suggestion to development of 4 locks along coast of Jiangsu Province based on sustainable development concept

基于科学发展观,从全面、协调、可持续发展的视角分析了江苏里下河"四大港闸"(射阳河闸,新洋港闸,黄沙港闸,斗龙港闸)发展过程中存在的问题与不足,提出树立"以人为本、改革创新、着眼内涵提升效益、人与自然和谐相处、资源工程"5个发展理念,并从工程除险加固,土地管理模式,投资机制,人才引进,构建梯形干部队伍结构,建立后方基地,加强工程规范化、现代化、法制化建设,发挥工程生态效益,挖掘工程资源潜力9个方面提出了发展建议。

Based on the sustainable development concept,the existing problems in the development of 4 locks along Lixia River in Jiangsu Province are analyzed from the viewpoints of comprehensive,harmonious and sustainable development.The relative development idea is put forward.Finally,some countermeasures are presented from the aspects of engineering disaster prevention,land management mode,investment mechanism,engineering ecological benefit,etc.
