鄂州市城区社区卫生服务机构人力资源特点与发展建议

摘要 目的分析鄂州市城区社区卫生服务人员结构的特点,合理配置人力资源。方法通过问卷调查、文献研究等方法,调查鄂州市城区社区卫生服务人员的专业结构及其年龄、学历、职称。结果鄂州市城区社区卫生服务人员233人,医师92人,其中西医77人、中医12人、公卫3人,护士91人,医护比1∶0.99,药剂、放射、助产人员共18人,非专业管理人员及其他人员32人。年龄:35岁及以下占61.0%、55岁及以上4.7%。学历:西医医师中专及无专业学历共占57.1%、专科及以上学历占42.9%,中医医师专科及以上学历占75.0%,公卫医生全部是中专学历;护士中专学历占61.5%,专科学历占38.5%,其他人员中专学历占70.0%。职称:医师:高级职称6人(占6.5%),中级职称40人(占43.5%),初级职称46人(占50.0%);护士:中级职称38人(占41.8%),初级职称53人(占58.2%)。结论鄂州市城区社区卫生服务有较充足的人力资源,但人员整体素质偏低,专业结构不合理,提高人员整体素质、调整专业结构是社区卫生发展的当务之急。 Objective To analyze the structure character of medical staff in urban community health service (CHS), in order to make distribution of human resources reasonable. Methods The questionnaire survey and the literature study were taken to investigate the professional structure of medical staff and their ages, educational backgrounds and professional titles in CHS institutions of urban area in Ezhou City. Results There were totally 233 in CHS institutions of Ezhou urban area, among them 92 were doctor (77 engaging in western medicine, 12 in traditional Chinese medicine and 3 in public health medicine), and 91 nurse, with a doctor/nurse ratio of 1 to 0.99. In educational background: for western medicinal doctors 42.9% are from college, and 57.1% from secondary technical school or with no technical background; for Chinese medicine doctors, 75.0% from college; and all public health doctors from secondary technical school; for nurses, 38.5% are from college, 61.5% from secondary nursing school; and for the rest personnel, 70.0% are from secondary technical school. In professional title: for doctors, 6 persons (6.5% ) are with the title of high rank, 40 persons (43.5%) with the title of intermediate rank, and 46 persons (50.0% ) with the tile of primary rank; for nurses, 38 persons (41.8%) are with the title of intermediate rank, and 53 persons (58.2%) with the title of primary rank. Conclusion There more sufficient human resources in urban CHS of Ezhou city. However the general personnel's quality is lower and the professional structure is unreasonable. Therefore it is a task of the greatest urgency to raise the personnel overall quality and adjust the professional structure in community health development.
