农村中的干群关系是改革开放和现代化建设中的重大理论问题和实践问题。如何有效地改善农村干群关系,已成为国家民主政治建设中的重大课题。尤其是在社会转型期,要实现整个社会的稳定,首先要保持广大农村的稳定;要密切党和政府同人民的联系,则要密切农村干部同农民的联系;要增强人民对党和政府的信任,更要增强农民对农村干部的信任。

The relation between the cadres and the masses in the rural area is an important theoretical and practical problem during Chinese reform and opening and modernization construction. How to effectively improve the relation between the cadres and the masses has already become an important subject in the democratic construction of our country. Especially in social transformation period, to realize the social stability is to keep the rural stabilization; to close the tie between the masses and the government is to close the tie between the rural cadres and the farmers; to enhance the trust of people to the Party and government＇s is to enhance the trust of farmers to the rural cadres.
