青海城镇反贫困的制约因素及对策

贫困是制约青海经济社会发展的主要因素。要解决青海城镇贫困所面临的诸多现实问题,就必须立足青海省情,把促进经济增长与扩大就业并重,进一步完善社会保障体系,建立新的城市扶贫机制,提高贫困劳动者的整体素质,积极开展创业知识和创业技能的培训,充分发挥党委及政府在城镇反贫困中的作用。

To solving many practical problems of urban poverty of Qinghai, since poverty is restricting factors to the economy and society development, we must promote the economy increasing, enlarge the employment scale , perfect social security system,by the means of establishing the meachanism of urban aiding poor and carrying out the training of founding an enterprise and job , in order to imporve the quality of labor force through making use of the community ,the Party and governmental offices＇ functions basing provincial situation of Qinghai.
