我国石油储备的目标规模与合理结构

Target Scale and Reasonable Structure of Oil Storage of Our Country

综合考虑我国石油安全目标、石油在我国一次能源消费中的比重、国际惯例等因素,我国国家石油储备的目标规模确定为120天上年净进口量比较适宜。在此总体目标下,我国公共石油储备和商业储备可考虑采取3:1比例。至于公共储备内部的政府储备和企业法定储备(或机构储备)的比例,则应与我国石油储备体系建设的总体部署相适应。

Comprehensively thinking of various factors such as oil safety target, percentage of oil in energy consumption and international practice, the target scale of oil storage of our country had better be set as 120 days of previous net annual input. At this general target, the ratio of public oil storage and commercial storage may be 3：1 ; as to the ratio of government storage and enterprise legal storage （or institutional storage） within public storage should be adapted to the general plan of oil storage system construction.
