The paper discusses the relationship between ring-radiation road network and urban land utilization and urban development. Aiming at the issue of toll outer ring-freeway in multi-ring road system,it explains the rationality of tolling in economics,analyzes the relationship between elastic toll rate and traffic demand.Finally,Chengdu outer ring is set as an example to introduce the impro- ving schemes of toll-ring-freeway for the purpose of traffic demand-adjusting and paying back loan.
