In order to process some question which is unable to make decision with the explicit quantitative index, The optimum weight number has been introduced to select the optimum solution of the environment benefit of hydropower construction, the most superior fuzzy uniform judgement matrix is proposed. The result indicates that this method is audio - visual, practical, the result is stable and precise.
