Public Participation in Environmental Impact Assessment Based on the Sustainable Development

提出了包括决策机构、得利团体、咨询机构、公众及环境五方的项目环境影响环评模型,指出了我国现行项目环境影响评价工作中(以公路项目环评为例)公众参与环节所存在的误区及问题,从可持续发展的思想出发,提出对策及建议以期达到以保护环境为初衷、促进可持续发展为最终目的的环境评估中的公众参与.

This paper proposed an EIA model including five aspects such as decision - making bodies, profit -groups, advisory bodies, the public and the environment, pointed out the misunderstandings and shoutage in the current public participation. Based on the idea of sustainable development, it proposed countermeasures and suggestions to achieve the original purpose： to protect the environment, and the ultimate goal is to promote the sustainable development of public participation in environmental impact assessment.
