The emigration of agricultural labor is important to reduce the income gap between city and country,but if the emigration of agricultural labor helps to the reducing of the level of agricultural human capital,the development of agriculture will lag the development industry and the income difference will enlarge.So in order to reduce the income difference,we should not only speed the emigration of agricultural labor,but also should compensate the negative effect of emigration of agricultural labor.
