摘要
微观督促宏观,是根据我国转轨阶段的实际,从依法治国层面提出的宏观调控制度的新思路。微观督促宏观的制度内容包括:用微观主体的创新行为促进、扩展、充实宏观制度的供给;将微观主体看成是可以与宏观主体进行协商对话的有尊严的一方;微观主体对于宏观调控主体的行为有评价权、监控权。微观主体与宏观调控主体之间的最基本关系是宪法层面的关系,而不是行政层面的关系。从法治层面提出微观督促宏观的理念,是为了进一步提高宏观调控微观的科学化、高效化程度,使之更能适应社会主义市场经济体制运行的需要。
Abstract. It is an institution innovation of the macroscopic regulation in the transition period of China that microcosm supervises and urges macrocosm. The contents include. Firstly, the main bodies of microcosm innovation enrich the supply of macrocosm. Secondly, the macrocosmic subject respects the microcosmic subject as equal negotiation partner. Thirdly, the microcosm has right to evaluate and supervise macrocosm. The essence of the relationship between the microcosmic subject and the macrocosmic subject is based on constitution rather than administration. The idea that microcosm supervises and urges macrocosm based on legal system is to promote the science and efficiency of macrocosmic supervision so as to make it meet better the need of the functioning of the socialist market economy.
