摘要
本报告深入研究了技术性贸易措施的两面性和世界贸易组织对技术性贸易壁垒的软约束力,在此基础上分析了当前中国面临外国技术性贸易壁垒的发展机遇和挑战,阐述了中国制定技术性贸易措施战略的紧迫性和重要性,提出了中国建立完善的技术性贸易措施体系以应对外国技术性贸易壁垒的若干战略性政策措施。
This report analyses the current development opportunities and challenges China will face foreign technical barriers of trade,and delineates the urgent and significances of drafting the China's strategies on technical measures of trade,on the bases of studies on the two kinds of properties of technical measures of trade and the soft restrains on technical barriers of trade in WTO.It suggests some strategically polices and measures that China should set up perfect technical measures system in order to deal with foreign technical barriers of trade.
