我国电子政务建设的障碍与对策分析

Analysis on the Obstructions and Countermeasures in the Construction of Electronic Government Affairs in China

我国电子政务在近几年的建设与运行实践中进行了大量有益的探索,并取得了重大进展。但由于我国电子政务建设起步较晚,以及传统政府管理理念尚存等原因,致使当前依然存在着许多电子政务建设障碍因素,因此在"十一五"规划实施期间,我国应针对电子政务建设中存在的现实障碍因素,顺应电子政务建设的民营化取向,实现政府机构内部、政府部门之间、政府与公众之间的真正无缝隙化,进一步推进我国电子政务的发展和完善。

Much exploration and great achievement have been made in recent construction and practice of electronic government affairs in our country. Due to the causes of the late start of the construction of government electronic affairs in our country and traditional idea of government management, many obstructive elements still exist in the construction of the electronic government affairs. However, during the implementation of the 1 lth-Five Plan, aiming at the realistic obstructive elements existing in the construction of electric affairs, the seamless relationship should be established in the government offices, between the governmental departments, and between the government and people, therefore to promote the development and perfection of the electronic government affairs in our country.
