This paper introduces the investment, construction and operation of urban rail, discusses possible operation patterns of Xi＇an urban rail, analyzes successful individual case operated with concessionary, and deeply studies the contract of urban rail transport, in order to perfect the pattern of urban rail transport in Xi＇ an and promote the development of urban rail transport.
