我国农村原有社会保障制度已不适应新农村建设的需要．在一定程度上也影响了城市社会保障的健康发展。应以更加积极的态度建立农村社会保障制度，按照城乡统筹发展的要求，建立财政投入的自行增长机制，促进各地城乡统一的低保制度和全国城乡统一的基础养老金制度的建立；同时加强对财政补贴接受者的行为控制，促进国家帮助与个人及家庭努力的统一。

The old rural social security system cannot adapt to the demand of constructing new rural areas, to some extent, which has affected the healthy development of social security of cities. Therefore, Government should play more ative role in the setting up of rural social security sysetm, according to the requirements of the overall development of urban and rural economy, the increasing mechanism of finacial input should be established in order to accelarate the setting up of local subsistence security system and national pension system, what＇s more, controling the dealings of the acceptor of fiscal subsidy should be reinforced, and made national help and personal endeavor to unify.
