Urban Habitation of Farmer-turned Workers in the Process of Burgher Society： International Compares and Inspirations

在分析中国农民工在城市安居现状的基础上，通过比较美国、德国、新加坡治理贫民窟与解决城市外来人口住房的过程与措施，对比考察中外就解决这一问题而在政策目标定位、措施的系统性、公众的参与程度等方面的差异，从而找出农民工城市住房的核心难题。应采取消除制度障碍、完善公共住房政策、改变农民工安置区的建设理念、改进城市房屋租售政策、加强培训与培育社会资本、提供就业机会、妥善规划城乡结合部的发展等措施去解决农民工城市住房的难题。

After analyzing the conditions of farmer-turned workers housing in Chinese cities,the author compares the courses and measures of managing slum and the housing in American, German and Singapore, analyzes the difference between China and these nations, from solving the above problems and include policy aim, system of measures and attendance level of public. At last, the author discovers the primary problem and thinks the key should be that the government must eliminate the obstacle of system, perfect the commonality policy of housing, change the con- struction notion of farmer-turned workers＇ allocation area, ameliorate the policy of hiring and selling house, strengthen the training of farmer-turned workers, cultivate the society capital, offer job opportunity and appropriately program the development of the coalescent area between city and country.
