摘要
以新制度经济学的理论为理论依据,综合运用了公共选择理论和政府经济学的理论,主要考察了改革开放以来体育制度变迁中的政府行为失范现象,并着重分析了政府行为在体育制度变迁中在制度方面和事件处理方面失范的原因。我国体育制度变迁以来,政府行为失范存在3种形式:政府行为缺位、政府行为越位和政府行为错位。究其原因主要有社会环境、部门缺陷、制度的特性及行为选择不当等。
Based on the new institutional economics theory and using the public choice theory and government economical theory,this paper analyzes the losing criterion of government behavior in sports system change since adopting opening and reform policy particular for the reason of it. It consists of the lacking of government action, the offside of government and the complex of government action. The main reason is social environment, lacking of government, institutional character and behavioral choice.
