黑龙江省民营企业发展产业集群的战略构想

Strategy on Industry Clustering of Private Enterprises in Heilongjiang Province

民营企业产业集群有利于产业结构优化升级、有利于三农问题的解决和国企改革顺利进行,对推动黑龙江省经济发展有着重大的战略意义。黑龙江省目前尚未形成产业集群,但具备发展产业集群的自然资源优势、区位优势、智力资源优势、良好的投资环境等多种竞争优势,民营企业产业集群形成有"引进式"、"分离式"、"拓展式"、"扶持式"模式,民营企业的产业定位及政府在产业集群中应该发挥作用。

Industry clustering of private businesses is advantageous to optimize and upgrade industrial structure,resolve＂three-agriculture＂problems,and reform state-owned enterprise,so it has important and strategic meaning to push the development of economy in Heilongjiang province.This paper points out that Heilongjiang has not become industry clustering yet,but has natural resources advantage,intelligence resources advantage,location advantage and good investment environment etc.Also it puts forward four types such as ＂introduce＂mode, ＂separate＂mode, ＂expand＂mode, ＂support＂mode, as well as industry position and functions of governments.
