由于研究视角和分析框架的不同,古今中外学者对政府能力的解释可谓仁者见仁,智者见智。所以,迄今为止还没有一个权威解释和科学规范的政府能力概念模型。本文企图重新定义政府能力,即政府能力是指政府为履行其角色职责以最小的社会代价实现合法而有效治理的能力。并指出全面理解政府能力关键要把握好五个基本特征。

Scholars at home and abroad have defined the government capacity from different research angles and analytical frames ever since ancient time. Up to now, there exists no authoritative definition of government capacity. The essay tries to redefine the government capacity and proposes five basic features in fully understanding the capacity.
