文章阐述了建设公共图书馆服务体系的历史背景和理论价值，分析了西部公共图书馆服务体系的基本构成和现实状况，并提出了建设西部公共图书馆服务体系的具体方式和办法。
This paper elaborates the historic background and theoretic value of the development of the service system of the public library, analyzes the basic structure and practical situation of the service system and puts forward the sPecific way and means to develop it in the public library in west China.
