实行党风廉政建设责任制是高校开展党风廉政建设和反腐败斗争的重要制度保障。从明确责任主体、细化责任内容,强化责任意识、加强组织领导,完善落实责任制的措施、织造责任制严密体系,以及强化责任考核、加大责任追究力度等方面论述高校如何深入持久有效地贯彻落实责任制的问题。

Implementing responsibility system is the institutional guarantee of improving the Party＇s style and building a clean and honest administration, and battle against corruption at colleges and universities. In this paper, how to implement the responsibility system deeply, durably and effectively at colleges and universities is discussed in the regards of making clear the responsibility subject, detailing the responsibility content, emphasizing the responsibility awareness, perfecting the measures to implement the responsibility system, well-organized responsibility system, strengthening responsibility examination, and reinforcing responsibility penalty.
