试论政府严格管理与规范招投标市场的主体地位

摘要 招投标市场发育于八十年代,成长于九十年代,至今已有近二十年的发展历史。然而,直到今天,招投标市场仍然不够完美,其主体地位的认同仍然十分模糊,有不少人甚至把招投标机构看成是单纯的"中介机构";更有甚者,一些地方的党委、政府竟将其视为财政收入的一个重要来源。其实,解决这些存在问题的关键在于必须确立政府在严格管理与规范招投标市场中的主体地位。主体地位确立了,招投标市场的定位和规范问题也就迎刃而解了。 The inviting or entering bids market appeared in the 80's, grew in the 90's, and so far it has a history of near 20 years. However, until today, the market is stilt not perfect, whose status has not been approved clearly, and there are many people even regarding it as the facilitating agency. Furthermore, some local party committee and governments regard unexpectedly it as an important financial origin. Actually, the key to solve these questions is to establish the government's main status in its strict management. Once the government's main status is established, all questions will also be easily solved.
