论区域协调发展与和谐社会的构建

On the Regional Harmonious Development and Construction of Harmonious Society

我国社会在总体和谐的前提下,也存在不少影响社会和谐的矛盾,其中一个非常重要的方面就是区域发展失衡:一是区域差距不断扩大;二是区域关系不太协调。从区域发展与社会和谐的关系看,二者在各有侧重的同时,互为手段、互为条件、互为目的。因此,深刻理解区域发展与社会和谐的关系,有助于我们以社会和谐为核心,以纠正区域发展失衡为契机,及时有效地推进改革。这也就要求我们在实践中必须以促进社会和谐为目的,加强区域发展的各种手段和条件,不断增强区域自身实力,健全区域协调互动机制,完善国家整体的区域发展政策导向。

There are a few of inconsistencies impacting social harmony in our general harmonious society, and the unbalanced district development is one of very important aspect including the different regions getting enlarged and regional relationship being inconsistent. Seen from the relationship of district development and social harmony, the aspects supplement each other while emphasize particulary on different fields. Therefore, we are profound understanding the relationship of district development and social harmony redound to advance reform efficiently which is as the core of the social harmony and correcting unbalanced district development. We must strengthen regional development with the means and conditions such as building up district strength, improving the interacting mechanism of district harmony, and perfecting the policy guidance of whole national district development.
