近日国际原油价格持续攀升达到每桶77美元,与去年创出78.5美元高点仅一步之遥。国际油价居高不下,牵动了各方的神经。进入21世纪以来,全球地缘政治不稳,国际能源市场跌宕起伏,能源价格持续上涨,能源供应似显紧张。但世界能源资源丰富,能源贸易兴旺发展,资源开发高潮迭起,能源合作如日中天。能源是经济发展的血液,处于经济起飞阶段的中国,应对国际能源问题做前瞻性研究,并积极拓展能源外交,用财政政策实施能源战略。

Recently, the international crude oil price soared to $ 77/bar, very close to last year＇s record （ $ 78.5/bar）, which has become an international concern. Since the beginning of 21st century, the world＇s energy market has been in a volatile state due to the unstable georgraphic politics. The energy prices keep increasing while the energy supplies seem to be decreasing day by day. However, the world is rich in energy resources; the trade and exploration of energy resources are developing fastly; and the ener- gy cooperation is in a blooming period. Since enery is indispensable to economic development, it is very necessary for China to make forward research into the international energy situations, carry on energy diplomacy, and implement energy strategy through fiscal policies.
