面对刑事案件居高不下的严峻形势,要确保各项犯罪预防政策在适用上的均衡和统一,不能过分强调某个方面而淡化甚至无视某个方面的作用。虽然"严打"是我国刑事政策的重要组成部分,但不是惟一的。严厉打击应与教育改造并举,充分发挥刑罚功效。因此,在突出打击力度以外,应该从源头做起,做到防微杜渐,以良好社会政策的实施铲除犯罪产生的根源;重视刑罚执行阶段刑事政策的贯彻执行。另外还应该严格行政执法,以严谨的行政管理和处罚措施将犯罪消灭在萌芽状态,也是犯罪预防不可或缺的重要手段,用社会、行政和刑罚等手段构筑起犯罪预防的网络体系。

Since the criminal cases are keeping at high rate, we should take balanced and unified policy to prevent crimes. We should neither stress some certain aspect excessively nor ignore it. Although ＂Strike-Hard Operation＂ is an important part of our country＇s criminal policy, it is not the only one.Both cracking down severely and education should be used together to play the role of the criminal penalty. Therefore, besides striking hard, we should take measures from the origin of the crime, should prevent crimes by taking better social policy and should pay attention to the enforcement of the criminal law. In addition, we should enforce the administration law strictly, because it is necessary to prevent crimes by carrying out administration law and taking punishment measures precisely when a crime is in the embryonic stage. We should construct a net system to prevent crimes by using social, administrative and penal power.
