Promoting establishment of water-saving society by using loans of China Development Bank

针对目前我国节水型社会建设投融资体制不畅、资金总量严重不足的局面,以《取水许可和水资源费征收管理条例》的出台为契机,分析了以水资源费为质押杠杆利用国家开发银行贷款的可行性,提出了节水型社会建设利用国家开发银行贷款的操作思路,为解决节水型社会建设的资金"瓶颈"提供了一种可行的解决方案。

Considering the situation of funds shortage in the establishment of water-saving society, the possibility of using loans of China Development Bank that pledged by water resources fees is analyzed, taking the advantages of the promulgation of Regulations on Management of Water Abstraction Licenses and Water Resources Charges. The approach of using bank loans is a feasible solution for breaking the bottleneck of funds shortage in the establishment of water-saving society.
