建好管好用好农村饮水安全工程并使其长期发挥作用,是各级水行政主管部门面临的一项紧迫、长期的任务。各地积极探索建立适应市场经济要求的管理体制和运行机制,取得了显著成效。但工程本身的特点、性质和所服务的对象,决定了工程建后管理的复杂性。特别是对农村饮水安全工程的性质、工程权属如何界定,政府如何监管等深层次问题亟须研究解决,以进一步深化和推进工程管理改革,使之走上正规化、法制化轨道。

A management system that suits for the demand of market economy is actively＇ exploited by local water departments and achieved great result. Due to the special feature of the project and the object it serves, project management after construction becomes very complicated, it is necessary to make further studies on how to define the property right of the waterworks, strengthen government supervision, and deepen reform of waterworks management so as to standardize and legalize the management work.
