摘要自核大国苏联解体以来,非国家行为体的核扩散问题开始凸显。从事核扩散的非国家行为体主要包括核科学家和核走私分子等个人、跨国公司及公司链、恐怖主义组织等。非国家行为体的核扩散使国际核不扩散机制面临新的挑战。
