Accelerate Modernization of China Railways to Provide Reliable Transport Support for the Rapid Development and Quality Growth of Society and Economy

全面总结党的十六大以来我国铁路技术创新在青藏铁路工程建设和运营管理技术、既有线提速技术、机车车辆装备技术、重载运输技术、客运专线建设技术、客站设计施工技术、通信信号和信息化技术、安全装备技术等方面取得的显著成就,系统论述中国特色铁路自主创新道路的基本内涵,深刻阐述新形势下做好铁路科技创新工作的重大意义,明确提出"十一五"铁路技术创新工作的总体要求和目标,对系统掌握客运专线建设和运营管理技术、提升机车车辆装备技术、完善铁路重载运输技术体系、加快铁路信息化建设、推进设备安全检查维修技术现代化、推广节能环保新技术、加强铁路基础理论研究、完善铁路技术标准体系等技术创新重点任务作出部署。

Since the Sixteenth CPC National Congress, guided by the scientif ic outlook on development and in accordance with the requirement proposed by the 'Mid and Long Term Railway Network Planning', the CPC committee of the Ministry of Railways has defi ned a new orientation for railway technology innovation, which is committed to drawing on advanced foreign technologies and opening to the global world. Meanwhile, it is stressed that railway technology innovation shall be an integration of original innovation, integrated innova- tion and re-innovation after introduction and absorption of foreign leading technologies. A bran-new technology innovation system shall be established by firmly holding in hand the technology development trend. In the Eleventh Five-year Plan period, China railways shall adhere to the principles of 'focusing on original innovation, seeking for development, serving the transportation and realizing systematic optimization', develop complete set of technologies in key technical areas, keep in hand crucial technologies in special fields and achieve signifi cant breakthrough in fundamental technologies.
