党的十六大以来,铁道部党组在科学发展观的指导下,铁路技术创新取得显著成就:建成世界一流的青藏高原铁路,既有线提速技术跻身世界先进行列,机车车辆装备现代化快速提升,重载运输技术达到世界先进水平,客运专线工程取得突破,铁路信息化建设取得重大进展,科研管理工作进一步加强,企业主体作用得到较好发挥。围绕和谐铁路建设目标,提出我国铁路技术创新的总体要求,明确铁路科技发展的目标,抓好主要技术领域科技攻关工作,集中力量组织好重大专项实施,全面贯彻《铁路科技发展"十一五"规划》,精心组织,落实措施,抓好铁路科技重点工作,实施好《铁路科技发展"十一五"规划》。

Targeting the harmonious railway construction, the CPC committee of the Ministry of Railways has proposed the general requirements for railway technology innovation and meanwhile def ined the objective for railway technology development, which demands the railway sector to be fully dedicated to tackling technical issues in major f ields and well per-forming the implementation of signif icant special projects so as to comprehensively carry out The Eleventh-five Year Plan for Railway Sci-ence & Technology Development.
