四川省非中心城市经营城市的调查与思考——以南充、广安、眉山、巴中为例

The Investigation and the Ponder of Sichuan Non-key City Managing the City——Take Nanchong,Guang′an,Meishan,and Bazhong as examples

经营城市是加快四川城镇化进程、解决三农问题、全面建设小康社会的必由之路。通过对四川省非中心城市南充、广安、眉山、巴中近年经营城市的成果调查和问题分析,当前非中心城市经营城市的重点在构建农村土地产权制度、保护失地农民权益,培育城市主导产业、形成城市核心竞争力,实现非中心城市的可持续发展。

Managing the city is the only way that speeds up the Sichuan urbanization advancement,solves three agricultural problems, and constructs the well-off society comprehensively. Through the achievement investigation and the problem anal- ysis of the non-key model cities,such as Nanchong, Guang＇an,Meishan, Bazhong, today the key points of the non - key city is to construct the countryside land property right system, protect the farmers＇ rights and interests, andcultivate the cities＇ leading industry, form the cities＇ core competitive power, at last, realize sustainable development of the non-key city.
