摘要
农村劳动力转移就业和技能培训是我国产业结构升级和社会经济发展中的关键问题。政府和市场在这个过程中应该承担不同的角色。市场是进行最优资源配置的手段,能够实现农村劳动力培训的效率目标。但是市场制度运行的结果有时不符合社会公正的目标,同时市场制度也有失灵的时候,因此,在农村劳动力培训活动中,政府应当承担对市场机制进行宏观调控和管理,同时也要纠正市场失灵,兼顾效率和公平的目标。
The transfer employment and the skill training of rural labor is the key issue in the process of industrial structure upgrading and socio-economy developing. Government and market should play different roles in this process. Market is the allocation means of optimal resources and can achieve the efficiency object of rural labor training. But the results of the operation of market system sometimes inconsistent with the objectives of social justice, while the market system failures sometimes. Therefore, in the process of rural labor training, government should carry out macro-control and management to market mechanism and correct market failures, while consider efficiency and equity objectives.
