总成本最小化下的最优水利规模:以重庆为例

摘要 针对重庆农村水利建设成本高、水利规划滞后等问题,建立并分析确定最优水利规模的基本模型,提出了总成本最小化的前提下扩建水利的具体工作思路。研究表明,水利建设的最优规模为一定水利需求下总成本最小的规模;水利建设要在推进水利工程产权、经营权制度改革的同时,还要加强水利部门的自身建设。 Firstly, the paper believes that rural water conservancy construction costs are high and there are issues in water planning in Chongqing. Then,the basic model to determine the optimal water conservancy project size is set up and analyzed. Finally several suggestions are put forward to optimize scale of water conservancy construction. The conclusion is that the optimal water conservancy project size is one that total cost is least under a certain water demand, and it is necessary for water conservancy construction to promote the systematic reform of water conservancy project rights and the right to operate,at the same time,to strengthen the monitoring capability of government departments.
