摘要
高校创新体系是国家创新体系的重要组成部分,承担着知识生产、传播、转移、技术创新和人才培养的功能和任务,其中,高校宏观管理制度的创新是重要的条件性支撑。我国高校创新体系的建设应:将高校创新体系定位于国家创新体系的重要地位;打造有利于高校创新体系建设的外部制度环境;完善焕发高校创新能力的内部管理机制;建立激励高校追求创新的质量认证体系;选拔和塑造一批高校使其成为国家或地方创新基地。
The innovative system of university is an important component of the national innovative system. It has the function of producing, spreading and transferring knowledge, technology innovation and talent cultivation. The innovation of university＇s macro management system is the major conditional support for the innovative system. On the basis of a probe into university macro management in developed countries, this article investigates the constructing characteristics of university macro management system, expecting to contribute to the construction of the university innovative system in China.
