高校基层学术组织存在问题的原因及改革对策

The causes of existing problems in academic grass-roots organizations in HEIs and countermeasures to make a reform

科层体制的束缚,以教学为主的职能定位的拘囿,基层学术组织建设滞后及改造失当,是导致高等学校基层学术组织存在结构单一、体制趋同、职能偏狭、运行不畅、缺乏自主权、缺乏活力等问题的主要原因。因此,必须充分认识基层学术组织的作用,改革高校权力模式,创新高校学术组织结构,致力于基层学术组织的多样化和灵便化。

The academic grass-roots organizations lack diversity, independence and vigor, and the systems are similar, the functions are narrow, operation is not smooth. The causes include the restriction of bureaucratic system and the fixed location of teaching-oriented functions, and the lagging construction of academic grass-roots organizations and inappropriate transformation. Therefore, we must fully understand the role of academic grass-roots organizations, reform the authority model, innovate university academic organizational structures and try to make academic organizations more diverse and flexible.
