协商是共和政治在中国的基础与基本表现形式,是中国民主成长的内生要素。在推进中国民主政治建设的过程中,具有政治建设和政治发展意义的协商资源开发,必然会在整体上丰富和完善中国特色的社会主义民主政治,并使其获得现代的合理性和现实的有效性。而基于开发内生性的协商资源而进行的中国特色社会主义民主政治建设实践,必然会创造出中国特色的民主政治形态,这就是中国的"协商政治"。协商政治既是中国国体得以巩固的基础,也是中国政体得以完善的关键,是中国特色民主政治的基本形态,它将从整体上影响中国民主共和政治的实践和发展。未来中国发展的关键,不是赋予中国特色民主政治以协商政治的形态,而是基于协商政治的逻辑,整体规划中国政治建设和政治发展的原则、路径、步骤与节奏。

Consulta- tion is the foundation and basic form of the public politics in China and the internal factor of Chinese democracy growth. In advancing the construction of China's democratic politics,the consultative resources that are of significance in political construction and politics development will inevitably enrich and perfect the socialist democratic politics with Chinese characteristics,which will be endowed with modern phusibility and realistic effectiveness.The construction of the socialist democratic politics with Chinese characteristics will inevitably create the democratic political form with Chinese character- istics,that is,China's'consultative politics'.The consultative politics is not only the foundation for consolidating China's polity,but also the key for perfecting China's polity.It will globally influence the practice and development of China's democratic public politics.The key of China's development in future is not to endow the form of consultative politics to the democratic politics with Chinese characteristics,but rather,on the basis of the logic of consultative politics,globally plan the principles,paths,steps and rhythm of China's political construction and political development.
